To fully participate in societal life, people must possess solid basic skills knowing how to read, process and analyze information so as to understand the world around them and make informed decisions. Such life skills are crucial for finding a satisfying job, taking care of ones health, exercising good citizenship, accessing cultural products and enjoying them in short, to benefit from a good quality of life. For example, a Québec worker in a textile factory that just closed can find a job more easily if he has solid life skills. A business that can count on a highly-skilled workforce will be in a better position to innovate and compete in world markets.
